Biker Friendly...?

Doing some homework on touring lately and I have noticed many places, routes, states, clasified as bike friendly. I understand camp sites or destinations that are given this title, but I have also seen states, PA and others in particular that are called "biker friendly".

What classifies a route or state as biker friendly? quality of roads/routes?

Normally, bikers who pass through small towns are in "tour" mode. Of course, the environment or "small town" has to be somewhat attractive to bikers. Sweeping roads, twisties, roads by vistas and all that stuff. So, if there are significant worthy sights, LIKE PENNSYLVANIA HIILS, then those towns would want to host bikers for breakfast, luch and dinner.
