Not legal. The passenger's feet must be able to reach the footpegs.
Does that apply to all bikes or just on the road? You might be able to use this for a sedate cruise on a dirt bike (although, I could see that being a bad idea).
 
If you were on a dirt bike and off roads then the HTA doesn't apply.

Agree with GG on this being a dumb idea.

Just get the kid a wee fiddy and teach them to ride along.
 
These have been around for a long time, but I never seen them advertised as a 'baby' safety strap; more like something for any young or inexperienced passenger to hang on to if you don't have a backrest.

Those velcro things are for Honda's. Better brands are ergonomically organized in the front so you don't need a carrier.
 
If the passengers feet reach the pegs then there's nothing legally preventing the usage of one of those contraptions. You could duct tape the rider and passenger together for that matter, the HTA doesn't specifically disallow it either.

There could be some potential real world benefit of them for younger riders who may be at risk for getting bored and falling asleep on the back, if nothing else.
 
Saw one similar in use about 30 years ago in BC going thru the Rockies. Waist belt around both the rider and passenger. Good thing too as the kid was asleep on the back.
