    As far as I recall, the sound testing that the MTO is pushing is the SAE J2825. Meters are few and far between due to their cost. But, the meter would only be needed to enforce the bylaw, as the HTA doesn't have a dB limit. The HTA only talks about 'unnecessary noise', and improper muffler.
