Even if bike with FIT status?

If I'm buying another motorcycle from an owner, who has already has a safety certificate from 2 years ago, will I need to get another safety certificate for myself before to register the bike for a plate? If so, is it required or optional? Thank you.

I check my recent UVIP and it shows my bike is classed "un-fit" yet I was able to get plates for it? Doesn't make sense.
