There is nothing cheap when it comes to this sport. Cheap courses don't exist because 1. Somebody has to pay the instructors, the facility, purchase and maintain a fleet of motorcycles, carry huge liability insurance and the list goes on.
All these courses are MTO and Canada Safety Council...

What RPM are you checking the charging voltage?? Hondas in the 80's were notorious for not putting out any voltage until revved about 1500-2000 RPM. Had an 84 Nighthawk 650 that did not charge until revved
I have an 82 RD350LC with Dalton Timmis and pay about $325/year. Insured with them because of it's age. They did not care that it was a 2 stroke. Most likely have no clue the difference.
I amazes me how people will complain at the labour prices at a shop. If you can do it yourself do it but shops have a lot of overhead. They have to pay the wages of the mechanics, other staff and heat, hydro and the list goes on. Not cheap to operate a business in Ontario!
First thing is put in a new fuse. Does it blow also. No -- maybe an intermittant issue Yes -- You have a wiring issue somewhere.
Question is have you tried the simplest solution first and replaced the fuse???
Don't get so hung up on an SS bike! There are other bikes (standards/nakeds) that are just as capable, just as fast on the street and are far cheaper to insure. A Street Triple 675 comes to mind as one such bike that is miles above your skill level (no offense) and more power than anyone needs...
Owner said it was 2 years old probably means 4 or more lol. Replace the battery! You don't know the history of whether he trickle charged it regularly. IF it was ever drained fully that shortens it's life many factors that can make a fairly new battery no good.
I have purchased several vehicles from Quebec just make sure you have a bill of sale and the signed Quebec ownership from the seller. MTO will do the transfer in Ontario.
You can take the test through MTO 4 times for the cost of taking it through a college. all the colleges do is point out your issues and train you to take the test it is not a learning course. If you have been riding for a while just take the MTO test if you fail you know what you did wrong...
Can't say I had the best experience there. Went in once to look at gear etc. Spent an hour looking around and not once did anyone even acknowledge me or ask if I needed any help. I am not one for salespeople that hover but it is nice to at least get a simple hello and asked if you need any...
