    All fixed. Tried one more option before taking drastic measures. Tried the allen key that came with the bike :( apparently it must be a custom size and "barely" worked. Well...this is embarrassing.

City traffic alone can read up to 85dB and if they are completing roadside testing I would think this "white noise" can contribute a large amount of the reading on its own.     Try State farm. I am 25 with no tickets or accidents on my record and currently pay $39 / month. I Started at around $130/month but as soon as I had one full season of riding experience and turned 25 my rates dropped substantially.
