Is SSC a one-time registration get to a FIT bike status? Or would I be required to do it everytime I renew my insurance?

How was the process to buying the bike at Cycle World? I was looking at those 500F and deciding if I should buy it there or not. Did you have to pay HST? Were you able to negotiate the retail price down? Any info would be greatly appreciated. :)
