Because the speed limits are too low - everyone in cars is regularly exceeding them with the "permission" of the police...basically "we may not pull you over if you go 15 over"...so if you go the speed limit in Ontario you are...
I actually agree that you should be able to stop safely if pedestrians start unexpectedly crossing the road (because you should note that people are on the side of the road and be ready)...but someone hiding to conduct speed trapping / robbery operations isn't likely to be visible by design...
Going the speed limit is not safe in Ontario, especially on a motorcycle - and your "keep it reasonable" hypothesis goes out the window when it is quota time or that person's "job" is on the line because they haven't been "performing" (raising enough money).
