Depends how much mechanical experience you have.
If you just want to ride, get a newer 300 or 250 with EFI.
If you want to learn about a bike's mechanicals and generally how bikes work, get a cheaper, older 250 with carbs. They sold millions of those bikes, and parts are everywhere and lots...

The 650F is a pretty easy bike to ride. Nothing like a sports 600 class bike. I could see someone starting on that bike if it weren't for the weight. 300 to 650 makes sense.
It takes well over an hour to get the fairings on and off that bike for a filter and oil change. There is really no excuse for a poor design like that, but $300 is still a ripoff.
