    If I were you I'd call the police and see if anything hinky has happened in your neighbourhood in the last while. I always go with my gut feeling and since you felt this guy was out of place perhaps you are right too. Never hurts to check with the police just in case.

    Bob, make sure you think about all options. I often saw people to wanted to keep and fix up their vehicle but taking the money and buying a new one (or used as the case may be) was often the better call. Regardless, sucks that this happened.
