The cap on the rad should have a couple valves inside to allow coolant to flow out to the reserve tank and to suck it back in. The problem probably is with the cap which might have a small leak which constantly lets air out to the reserve and thus not allowing pressure to build and on those...

Sounds to me that there is a leak somewhere which is letting pressure escape. That coolant is supposed to be pressurized so it doesn't boil, if it's boiling then you've got to search for signs of coolant leak or a leak at the higher points of the system which is letting air escape and equalizing...
