The interview is to try and figure out what happened, its part of an investigation.
If there are reasonable grounds you are arrested, either with or without an interview.

The public gets the exact same comforts if they are not arrested and only being interviewed.
You are comparing being arrested and being questioned....two different things.

Once the SIU investigation is done, a report outlining all the evidence etc, is forwarded to the director, Ian Scott, who reviews everything and makes the decision as whether or not there are reasonable grounds to believe a criminal...

SIU investigates incidents along side the investigating police service. It is called a parallel organization. And the police service has to assist or do whatever SIU basically asks.

The VAST majority of SIU investigators are former police officers.
Where else would you find the skill sets needed to do such investigations???
A lawyer prolly could, perhaps a traffic engineer of some sort. Forensic specialists maybe....

If a person is charged they either need to be in front of a justice within 24 hours or released with a court date, ie promise to appear or appearance notice.

In domestic situations, if there are RG's to believe an offence has been committed, the police SHALL lay charges.
In non-domestic situations, the police MAY lay charges. If the victim of the threats does not want charges, police do not have to lay them.
Statements like that are with humour. If the uninformed would take a minute and read a bit, they would quickly become informed and understand how absurd that statement I made is.

It is SIU that is investigating this, as far as the cops involvement.
But I guess maybe the cop could have hit her and then just cruised on over to the car wash and sprayed, the blood, guts and hair off his car. "Hey SIU man, I washed my car all up for you, here it is now for you to seize...
I am talking about an initial appearance. You cannot be held in custody for longer than 24 hours without being put in front of a justice, at which time means you are formally charged.
If I recall correctly ( and I may not be ) the AG was arrested and charged quite quickly.
