I place Honda, Suzuki, Kawasaki and Yamaha all at the same level when it comes to reliability. Maintain any of them properly and you should be good to go. Understanding any bikes problem areas or weak points can also go a long way in keeping things in order and running.
I would say a decent pair of boots and gloves and a decent helmet can all be had for about 300.00. You can go used for the jacket pants gloves and boots. I would recommend buying a new helmet.
I would imagine you would have a good case with Condo boards for being able to have a bike shed as it is their failing in my opinion. There is no way a dogey old caravan should be allowed to leave a condo lot without a flashlight check in the back for a bike. It is just too common of a occurrence.

I would propose you get a little more advanced and place a relay in series with your switch that is only on/closed when the ignition is at the on or in the park position. This will make it less likely to be forgotten on and drain your battery.
Is it possible your regulator is bad? I think putting a new battery in and measuring the voltage would be best. I have had no issues using a battery tender nonstop during storage.
I would also recommend checking out the Versys. Great all rounder good deals to be had on the used market. Wouldn't however recommend for two up.

The only concern could be the cost vs reliability etc. vintage bikes are very cool. I have a cb550 I will get around to restoring some day. But IMHO they don't make good beginner bikes, older tech. Not so good brakes, carbs, etc.

I am sort of biased against SS bikes. The high insurance rates and lack of bottom end torque at typical road speeds are why. I would recommend looking at a Ninja 650 or FZ07 if you are looking for something with more pull in the lower revs. Or a GXR750 or 636 if you must have a SS.
