yeah depends on your mix of riding. i run a 606 rear and mt43 front. great for offroading and decent on the streets....the earplugs block most of the howling when on the highway. really surprised at the wear i get out of them 4k and counting, barely worn. although i do pressure up and down...
local commutes? here's one of my previous dr's with a russell daylong and full parabellum screen. was fine for 700km days in the saddle. 10 minutes of unbolting and you can find yourself doing this

you can set up the dr to tour as well as the klr
you would need to spend a lot more to set the klr up to offroad as well as the dr
i am not sure whats available for the xr for touring
one klr 1st gen, one xr, currently have my fourth dr
cheapest, cheapest to fix and potential to excel in either off or on road in the 650 class for the least amount of money (cheapest)
one big factor to bear in mind is your Postal Code when getting a quote. Here in TO where I unhappily reside, my rate is $690. I put the same info in the online quoter using my Dads postal code near Algonquin park, and my rate would be $321.
