The dealer created my recall clearance letter on their company letterhead as they are an authorized dealer. I just provided two out of state addresses one for tax purposes and one for Honda USA and all was good. It can be done, the dealer was more then happy to sell to me.

The dealer I spoke with in Michigan told me they would have to charge me state tax which is non-refundable. The dealer where I actually purchased my bike in NY said I just have to provide him with an out of state address to get around paying the state tax. Not sure if this would work in...

If you are buying a vehicle in Michigan and taking delivery in person you will have to pay the state tax which is not refundable.
