Not starting a pissing match here but have another look at your form 3 section 11 under the declaration $75.00 charge you are to go on to RIV.ca to pay - Quebec pays $81.00 If you are to follow the letter of the law or procedure in this case.

Like Caboose said Form 3 - parts only pay your HST at the border you are also required to go online and pay a $75.00 RIV fee for parts only import
