It is a controlled course. The sandbags didn't jump out in front of the guy. They didn't move at all I reckon in the 10 laps previous that he rode right by them. They have a reason to be there, and that reason is not to deliberately harm a rider running off track.

I hate when you are right but you are right. I stand corrected on the last race of the day. The rookie thing is why I always tell rookies to race 2 classes minimum so they aren't sitting around all day doing nothing.
Still no big delays like CSBK has because there is no post-race tech...
Not sure why you included SOAR in that. They run 12 classes back to back with at most 5 minutes between the end of one race and the start of another, with pro superbike as the last race of the day.
If you attention span is not that long I don't know what they can do to help you.
