The loud pipes saves lives theory does not require extra revving in a panic situation. The theory is that you make so much noise that all the car drivers around you will hear you coming and provide you a safe ride. In theory the driver would not have pulled out as he would have heard you.

From what I gather you ride a Harley. Harley riders tend to spout the loud pipes save lives mantra. The remark was suggesting that you increase the sound of your pipe (remove the sound baffles) and live the mantra....
Last time I fought a ticket in NY state I made a weekend of it. I requested and got a Thursday night court date. Rode there Thursday, fought my ticket, lost and then proceeded to ride around the mountains for the next 3 days. Turned out to be a fun weekend.
My observations have been that if you get tagged by a non state trooper that the ticket never gets reported to Ontario. I've had a number of speeding tickets in New York state from town/local cops and none have been reported back here.
I'd make a couple of slight modifications to describe how I think it played out:
- Idiot gets out of her car and parks it partially (mostly?) blocking the passing lane, while she gets out to 'help the poor duckies.'
- Traffic comes up on her. Rider is tailgating another vehicle, that screens...
This is where training can take over. If you have practiced enough emergency maneuvers then your training can override your survival instinct.
Imo, this is a situation where the driver is clearly at fault but the crash was completely avoidable by the rider.
