If back wheel is spinning it is either idle is too high or the electronic choke is not functionuing. Whether 2t or 4 t the wheel should stop when on center stand.

Don't be afraid of the Kymco. Rock solid scoots, much better performance than your other choices. Check it out first for cosmetics and other factors.
