E bikes rampaging Toronto streets

I find it odd that these things are so unregulated. In a country where all levels of government apply regulations to so many things, many of which have such insignificant impact I can't believe that no level of government hasn't grabbed the reins.

I thought the news of injured kids on scooters this summer would prompt some reaction by government but nothing happened.

Generally speaking, in medicine you can't do anything unless it is specifically allowed. In most other things you can do just about anything unless it is specifically banned.

Regulations are worthless unless enforced - hence the problem.
