It really works. You can changed maps without going to the dealer. It lets your read and clear Check Engine Lights and custom tune if you know what you're doing. There's an iPhone app called LogWork that works with the wifi on Tuneboy and gives you a Dyno in your hands as well.
Looks good and those numbers are very impressive. It has more HP than the 848 with a smaller engine, which tells me Ducati will be coming back fighting.
If Tuned correctly you should not need the 14T, but its a very cheap mod and it does make the bike feel better. Just keep in mind that the goal of the 14t is to keep your Ducati revving higher a lower speeds so you don't feel the tuning issues you may have.
I think its extremely hard not to do up a Ducati. There are way too many options for it out there. I have to keep telling myself to stop putting new bits on the bike.

Not true. The import costs for businesses who import are quite high compared to the US. That's the main reason why things are cheaper there, along with the fact that the US is just a way bigger market.

If you don't have a Ducati key the bike is only good as used parts unless someone changes a bunch of parts. Approx $3500 worth of parts, which much include the matching Ducati key to all the new parts.
