    The only problem will be that any organized shop will convert before March 31 and you can't run both programs (paper based MVIS and the Drive On tablet system) at the same time. Once you flip the switch to the tablet, that's all you can use. If I ran a shop I would convert in February so...

    The market is the market. Are you actually seeing the bikes in person, or just shooting a number through FB marktplace/Tradet/Kijiji?     Just get the tire changed, and increase the price of the bike to cover it. Get a safety at the same time (I know they only last 36 days, but a bike priced properly will sell in a month in May) to avoid unexpected surprises and there are other issues.
