The problem is that caboose is not allowed to permit CBSA to do that search.

Government department #1, thou shalt keep these documents secret.
Government department #2, thou shalt inspect.

CBSA officers holds secret clearances. There are very few instances where such a violation would occur and as long as the person in front of the officer is acting like a normal person with proper articulation and not tin foil knee jerk internet reactions usually it never comes to a battle of my clearance outweighs yours.

The thing to note CBSA doesn't conduct fishing expeditions looking for stock tips, insider information, trade secrets etc. If someone said "hey, this is my work computer, my company has a contract with DND and on this computer are articles, files ect that I'm concern my showing to you would constitute a violation of my companies security policies etc", it would probably result in a conversation over that, over a "really? Well the law says you must present all goods so I'm going to look anyways..." They aren't reading files they are browsing files, and there are also at most major border entry points ways too look for the files of interests without looking at work products. Child porn for most people isn't a word document.

This is the issue when people start anticipating conflict where no conflict exists, they start building things up in their mind making mountains out of molehills and getting their backs up creating the exact self fulfilling issues they were trying to prevent.
 
Do I let random strangers on the street go through my electronics? No. So why would I volunteer to have a stranger in a uniform go through my stuff? I don't care what the CBSA looks or doesn't look for. They're just people, like anybody else.

I expect the laws and rules to be well defined. If Im legally obligated to hand over my password, then so be it. But that obligation needs to be defined somewhere.

Its not tin-foil at all. Its about privacy. I don't care if YOU have nothing to hide. I don't have anything to hide either; that doesn't mean I just hand over my stuff for strangers to ruffle through.

They are people with huge authority when it comes to inspecting and determining whether to detain you and everything you have with you. That makes them something other than "just people, like anybody else".

My point was that its a PERSON looking through your stuff. Yes they have special uniforms and authority, but they're just people. To me it makes no difference if its an officer or a stranger on the street... privacy is privacy. Its not too much to ask for clarification of the laws.

Do CBSA guards have Controlled Goods certification and ITAR clearance?

Each time we say "but the end of the world?" we lose a bit of privacy and that's been a VERY slippery slope over the last couple of decades. Thanks, but no thanks. Bottom line:
1) I want my privacy
2) I don't wanna be treated like a criminal
