Fine - add "safely" to my sentence and I still think you are missing the point. Someone driving 105 in a 1990s piece of sh*t isn't any safer than someone driving 130 in a brand new BMW. Again my point is that it's not a left-lane-bandit's job to police the road for speed, THIS is the type of behavior that leads to road rage and if we can prevent road rage why not try???
We can prevent road rage... If it is causing your panties to get all bunched up, then move to another of the multiple lanes and go around the vehicle which is "impeding" your travels. You are no more entitled to go fast in the left lane, than is the person who may be going slower than you WANT them to be going.
You are 100% correct it is NOT their place to "police" the speeds in the left, just as it is not your place to determine, that they need to go faster. Currently, the HTA, does NOT contain a section dealing specifically with left lane use.
Until that changes, if it leads to road rage, then it is the person, who is raging that is in the wrong. It can have devastating consequences, as the family of the young lady who lost her life a couple of weeks ago on the QEW, as a result of someone, taking what appears to be retaliatory actions because of a "perceived" wrong done to them.
