Would it not make sense that a pre-qualificaion for getting a commercial driver's license (or, ANY driver's license) is that you have a functional knowledge of one of the official languages of this country? How do you read and understand road signs otherwise?

Nailed it. Drivers aren't hard to find. Good ones are, but only a select few companies are willing to pay for them.

Usually consumer sensitive companies ie breweries, grocery chains etc. If their name isn't on the trailer or truck they probably don't care either.
From what I've seen, many companies don't even hire drivers now. They just hire contract drivers. You see a big difference in the attitudes between an o/o, employee and contract driver imo
