I think that's why they did the first bunch on the water. Lots of failed landings. At this point, they seem to have a pretty high success rate. My guess is if they notice the brakes don't work while doing the initial burn at ~100km up they would use the thrusters to aim the bomb at the nearby water.Wow, didn't realize the booster was able to land on land vs. splashing down in water (haven't followed space flight since the shuttles). What happens if the "brakes" fail? That would make a pretty big crater.
