Maybe a great deal (compared to the rest of the 2012 cbr250's which are averaging ~$3K)

When is low mileage, "too low" ?

If / when I ever get a bike, I'd love to get as "mechanically savvy" as I can.

Short of taking the motor apart, what, if anything could be learned by just running the motor ?

I.e. what "symptoms of non-use" might appear ?

Just buy something, anything reasonably priced at this point.

Tires on that bike are toast. Hard as hockey pucks after 11 years.

Your first bike is just that, the first... it won't be your last. Its a honda. Tires, oil, lube the chain, certify it, and ride it .
