He was signalling for a left turn and with the silver car coming straight through no advantage to rush*. Also the red car was heading east in the left lane so would have been more visible to him. I recall seeing a stopped car, eastbound, in the right lane and it would have partially blocked the view for the silver car.
It's bad enough to blow a light but when there are other cars in the intersection it's far worse. Check my time line or do your own. It's several seconds after the light turns green before the collision. Long enough for someone to walk into the collision zone.
* BTW if you rush a left to beat the oncoming vehicle it qualifies for a HTA 172.
