Locksmiths, not the key cutting kiosks at Canadian Tire or Home Depot, should have the blanks and can cut them. When I lived in the area, Acme Lock and Key at Warden and Lawrence had blanks for the all the bike keys I took there.
Lock clinic by Vaughan and StClairWest as well. A member is family with the owner IIRC. There are many options, depending on where you are. Some shops will also cut or provide blanks for cutting machines (ie Daytona Moto by Weston and Steeles)
