If I remember right, I briefly read about it days ago...

He refused to give his name because the cop had zero grounds for the stop and therefore the request for ID. The cop didn't see anyone blow through the stop sign.. "A cyclist" was seen blowing though a stop sign some time (half hour?) earlier from the air...
