Can we guess? I say it's a 2011 KX250F and that they are not trying very hard if they can't find either the VIN or engine serial numbers.
 
Changed my mind on seeing that pic, the frame looks like a 2009 and the saddle looks like it's 2011

I wouldn't touch it with a ten foot pole. Expect to dig very deeply into your wallet for repairs when buying any modern 4t mx bike in unknown condition. That one looks beat.

2009 ish kawi kx250f. Yeah that thing looks clapped out! It might run for a bit but would likely cost more to fix it into decent shape, than to just buy a nice used example in the first place haha
