Could be for a couple reasons:

1. some form of upcoming paving work.
2. a way after this summers tragedy, to "discourage" riders from using it. So local politician(s) asked the local roads crew to do it.

That's a shame... it was as good as I have ever seen it a couple weeks ago.

I think the sand you see is part of a sealing coat being put on. I have come across is several times over the last few years in different areas. It is like a finer version of chip seal.

It is a paving process, they should be finished today.
It starts right at the Kawartha Lakes border.

I had no problem exceeding the speed limit on it, except for the most northern part where you get an escort.

This should be in the Riding Roads/Hazards section.

Might be seen and do more good there as well

was up 507 on sunday oct 22. the sand was still there. plus part of highway 118 nearing haliburton the pavement has be removed. so heads up

Sand is not part of the paving process. They grind down a layer and then spray down a water base moister adhesive type stuff and lay down the new asphalt. I was talking with a crew after a mishap I had near Guelph.

From the picture it looks like trucks being overfilled enroute from or to a construction site or a depot.
If anything you should have reported it to the OPP as unsafe road condition.

There does seem to be a ton of road construction just North of the GTA. It's pretty crazy almost unavoidable. Take one route, divert only to be at another place with road work.

I don't think that sand is part of a paving process but rather a type of maintainence coat on top of an existing surface.

I've come across it a few times.. It isn't accidental.

I was there today and there's still some sand. There is a sign warning of 'fresh road treatment' or something like that. Like V-Tom and others have said, it's not accidental.

From last Sunday (October 22nd):

Also noticed the sign Jeff96 mentioned about road resurfacing, then sand a second or two afterwards.
