York Region Police "Out of Service" Flag

Saw a first today when a York Region Police unit drove by with a flag labelled "Out of Service" poking up out of the rear passenger window of their cruiser. Is this an off-duty thing or are they on a special assignment of some sort that keeps them from responding to regular calls? Just curious.
 
It means the car is being operated by a someone that is not a police officer. Someone like a mechanic or technician. The car is "off duty".
 
IIRC this flag is flown when their is no officer in the car. It could be driven by a mechanic on a test drive or another civilian while being transferred to a different location.

Exactly this. YRP gets their fleet repaired at an auto shop just up the street from my office. The mechanics put up this 'flag' when they are out testing the vehicles.
 
Peel region has a car on the 407 almost everyday from 403 and gets off at hwy 10.....generally prior to 7am
.......causes massive slowing of traffic flow as even though they are in the inside lane doin 99 no one wants to pass.
