huh? or do you mean the line (Bike is sold "as is" )? Just means he's selling without safety cert. Though if it needs nothing, might be better to post it as an extra cost for the cert.

No. Link doesn't work. Says ad is gone. So I thought it was sold.

It's still for sale, and ad should be still active.
But it does not come up in search results for "GSX650F" for some reason. Are there any special tricks on Kijiji to include it in search?

So what did the dealer want to give you for it?
I called VOS Motors couple times, but never managed to speak with correct person. I didn't try others.
