Bike theft prevention - Any metal fabricators here? Anyone work with cement also?

Hello Everyone,

I have an idea on creating a simple and effective item to help prevent bike theft.
This will be useful for condo dwellers and home owners also.
There is already someone on this site that has offered to assist (Thanks).
My idea is low cost and effective. I just need to discuss a few technical items and possible improvements to my idea.I think I have it figured out but open to improvements.
