Age limit for Children to ride as Passenger ?

My personal guideline is a minimum around 12-13 years old. At this age they're old enough to have a comprehension about the potential dangers and be able to concentrate on things for more than 10 seconds at a time (so they're more likely to follow the rules you lay out about holding on, not goofing around, communicating with you, etc), and (most importantly) they're less likely to get bored and just fall asleep.
 
Are we looking for an age limit, or minimum age?

My younger kids were eight when the first went on the bike.
That was when they fit into an xs set of gear, and could easily reach the pegs.
Communicators made it easy to know what each other was thinking, and the rides were mostly short blasts along Lakeshore Blvd.
I eventually gave that gear away to someone here, that needed gear for the course.
 
I don’t like passengers clinging to me, ever. I let my kids ride solo as soon as they were interested, none has been on a pillion ever (nor have I).

For the last 10 years the only times I have carried passengers are under unplanned circumstances, and then only for the shortest distance possible.
