Lots more to consider besides permits, etc. But if it is allowed...is there plumbing drainage on the side opposite the stairs? Where are you going to put a kitchen? Like I said you could do a shared laundry at the foot of the stair area and have their entrance next to it. A locked door at the top is yours, entrance at the midway landing (if it's close to grade). To do it right...permits and a contractor.

More than likely illegal unless there is sufficient egress and your municipality allows rental in what may be zoned as a single family dwelling.

'Not that people don't do this sort of thing, but it's at their own peril.
