I have a 1989 cr250r that won't start if I use the kick starter but will fire up if bum started. It also won't idle. The top end has been rebuilt. When it is running it runs great. Where should I start?
 
Sounds like rings or reeds.
Clean the carb and check the reeds first. Those are easy. It IS a 2 smoker, so rings are definitely a regular thing. Have you rebuilt it lately?
 
compression is low. rebuild time. $$$$$$$$$ yay for nicasil plating.
