The circuit that powers the Power Commander on that bike is only active when the engine is running (key-on is not enough - the engine has to actually be running); not sure if this is the issue that the original poster is having. You can't do things like edit the maps with the engine not running.
When I was fiddling with mine, I saved the map (with the engine running, only takes a few seconds), did my editing off-line, and sent the edited map back to the Power Commander with the engine running since that also only takes a few seconds.
