Brake piston not moving at all

While changing brake pads I had noticed the piston was only pushing out 1/4" , in other words it would not even push the piston out when full pressed lever

So I figured something was stuck, time for rebuild..
took out my brake calliper
put a new seal in
inspected inside
check the piston
filled it up with fresh dot 5,
i I bled the brakes

and now my piston will not even budge.

My piston remains in the fully pushback position that I had to do to get the new brake pad in

Any ideas on what's going on?
