Anyone missing a red honda?

This bike has been left untouched on a downtown street near my condo for more than a month now. Kinda surprised it hasn't been knocked over by a drunk leaving one of the many nearby bars by now, or one of the neighborhood addicts collecting cash from passerbys.

Perhaps it is just a local condo liver taking advantage of free parking, but I figured there is a chance it was just dumped there after being stolen?? Maybe someone hoping it does get stolen? Lol

LOL!! I saw this same bike this past weekend and wondered the same thing... I even snapped a pic of it after I parked beside it and was considering posting on here as well:

Maybe it's a police plant bike???
It's been stolen and put out again 5 times...lol
 
Looks like someone already made off with some of its fairings.
 
Why is the plate sideways like that? Is it legal? I always like those mounts that have the plate sideways and on the side.
