I see the same guys do it every day on the 401. Not once have I seen them pulled over.

I got a ticket for riding on the shoulder, 3 weeks ago. It was maybe the 3rd time I ever done it.. I guess the regulars know when and where to do it? Or I just had re bad luck :)
