That's correct, they put it in some kind of emergency mode (it says so on the phone) and you can't use it. It is done so the police can get in touch with you when they need it. It was blocked only until the cop car caught up to us, I had no idea until the GF and I saw it on the phone.

I've called 911 several times and never encountered that behavior. It does say emergency call when you call 911, though and I had one that would stay in emergency mode once 911 was called but you could leave it at any time.

Many phones will also auto connect as soon as you dial without needing to press send and on older phones with physical buttons dialing 911 bypasses the key lock.
