Just saw on the news. I think they said 13 private companies are now licensed to issue city of toronto tickets on private property. What kind of bs is this...
 
What do you think mall cops have been doing for years? Lots of security companies do it on private property for the owners.

True, but before they were unenforceable and could be thrown in the garbage. Now they are real and have to be taken care of.
