Following too close too fast. Traffic in his lane stopped or slowed. Panic stop.
 
He must have just closed his eyes and squeezed as hard as he could, juiced up on adrenaline, when he saw the vehicle ahead slow/stop. He avoided the rear end, since that vehicle drove away.

I couldn't do a stoppie if I tried, with my old bikes.
 
I think he may have got a moment of locked front wheel over the expansion joint, then it flipped when the front got back on the higher friction asphalt.

Panic stop....Umm how can you call that a panic stop when he was moving like 3km/h and already showed down for the stopping traffic?

Ouch, that's one he's going to be feeling later on. I didn't know something like that could happen at those low speeds.

IMO, he was trying to show-off/have fun. To me it looks like he locked his rear wheel first to get a little skid going, and then tried for the stopping - but failed.
