Should my bike have passed safety inspection?

I don't trust plugs one bit.
I had Ted Rosey install a T-plug from inside, and he did a very good job.
It was trustworthy, but I could not trust it one bit. I had serious butt clench every time I approached 160.
I had to take it off a week later on pay day. And got a new tire.

See, T-plugs/mushroom plugs I have no problem with. The worst failure you could reasonably expect would be a slow leak. The practical problem with them is Ted seems to be the only guy in the province who is willing to install them.
