He wouldn't be lying.
The bike was stolen.
The victim just wouldn't be admitting his own stupidity in handing a stranger the keys to his motorcycle and letting him drive off without first securing payment.
The cops won't do much except put the bikes description and particulars on the stolen vehicle list in CPIC.
That bikes parts are probably in another dozen bikes by now.

So can you civily go after him for the money for your bike?
Most likely trying to get blood from a stone, but definitely worth a try.
