Keihin Flat CR throttle valve problem

My 2006 YZ250F has never run perfectly since I bought it a few years ago. It has very touchy/snatchy throttle at low speeds (tight trail speeds) and abrupt acceleration. This spring I decided to pull the carb out and give it a good cleaning. It seemed to run better at first, but no, it's still nasty. I pulled it again over the last week and checked/cleaned everything again. I noticed some bad motion on the initial movement of the throttle valve. See/hear this video.

The valve drops back down after initially starting to move, and the slide plate on the front of the valve seems to stick a bit in the bottom of the movement. I'm not sure if the rollers on the arm are worn, or the channels in the valve, of the plate, or all of it... Also, I can't adjust the accelerator pump for free play, I think because of the slop in the valve motion.

Has anyone seen this before?
