The point I'm making is that it has nothing to do with who's driving and or any random animals / pot holes he may encounter, the clean up cost, etc... It's all about when penalties are applied and not what penalties are applied.

if you go over 150km/hr.. you might as well go full speed..

The $2000 fine is the minimum fine you can get. If the judge wanted to throw the book at you they could technically fine you $10 000.
