it's not normal
your bike is idling too high, or the choke is sticking on, or there is no throttle cable freeplay
telling us year make and model would be helpful

I just got my bike service with new oil, new oil filter and fuel stabilizer to store it for the winter and when i turned it on with the choke, then turned off the choke, the bike is idling at around 3000-3500 rpm. it keeps idling at around 3000 everytime I stop at a red light, where I usually idle at around 1000. I'm just wondering if that is normal? if it's not then what is wrong with it?

I find it rather odd that after picking your bike up from service the idle adjustment was off. How did the bike run prior to the service appointment? A fresh oil change and the correct amount of fuel stabilizer shouldn't affect the idle adjustment. Please tell me, how was the bike running before the service and where did you take it?
